Creating a safety culture within the organization
A key component of health and safety at work is a clear policy on safety rules. Because how do you ensure that safety rules are truly understood and applied within an organization? Rob Fennema shares four key steps that are essential.
Awareness
''Awareness is the basis of a safe working environment. Take the example of tripping hazards, for example when walking up and down stairs. You can fall down the stairs, or trip on the stairs and bump into something. The consequences can be limited but also serious. Possibly with the (temporary) inability to resume work. Awareness of risks and consequences opens the door to the next important step.''
Recording and transferring rules
''It goes without saying that in order to properly communicate safety rules, you first have to properly record the rules as an organization. Safety rules must be documented and actively communicated. Ideally, employees encounter the safety rules in multiple places and in different forms. After employees have become aware of the risk of tripping, for example when going up and down stairs, there is more support for these safety rules. Employees are now aware that possible consequences of incidents are undesirable and must be prevented. Employees now know and understand that a hand on the railing on the stairs is a logical part of the safety rules and culture of the organization.''
Check
''It has now been actively communicated that there are risks with consequences, and that safety rules have therefore been drawn up within the organisation. It is important that there is a policy for checking the safety rules. Although 'checking' may have a negative connotation, checks actually indicate that safety has a high priority within the organisation. It gives employees the confidence that their well-being is taken seriously and encourages them to actively contribute to a safe working environment. In addition, checks contribute to identifying potential safety risks and implementing improvements where necessary.''
Sanctions Policy
''Finally, it is important to establish what happens if the safety rules are not followed. Establishing a clear sanction policy is an essential part of a strong safety policy. Imagine that you are driving in a built-up area. You know and understand that you are allowed to drive a maximum of 50 kilometers per hour. Nevertheless, you are more likely to adhere to the rules if you know that checks are being carried out and that a sanction may follow if you exceed the maximum speed. This is also how it works in a work environment. The same applies here as with the inspection policy: it indicates that safety has a high priority within the organization.''
